Meta ad account restricted: what to do
First, do not panic and do not create anything. Half of the accounts we have seen lost for good did not die from the restriction, but from what was done after it.

Understand what exactly is restricted
Meta has three different levels and they must not be confused.
Ad account. Campaigns are paused, Ads Manager shows a red banner. The personal profile and Business Manager still work.
Business Manager. Every ad account, page and pixel inside is unavailable. The worst case for a business.
Personal profile. The person lost access to Facebook entirely, and with it to every asset where they were an admin.
Check where the restriction sits: Business Support Home in Meta Business Suite shows all assets and their status in one place. The appeal buttons are there too.
Find the reason
Meta rarely says it directly, but the wording points the way.
- Advertising policy violation. Ads promising results, “before and after”, medical claims, personal attributes (“do you suffer from…”), crypto, brand copies. The most common reason for a legitimate business.
- Suspicious activity. A sudden change of country, logins from new devices, a sharp budget jump, a new card from another country. The system thinks the account was hijacked.
- Unpaid balance. The card failed, the debt is outstanding. The easiest case: pay and request review.
- Circumventing systems. Meta believes you created the account to replace a restricted one or are masking content. The hardest to recover.
- Unverified identity. Meta asks the admin to verify with an ID. Often after complaints or for certain topics.
File the appeal properly
One appeal, no spamming requests.
- Open Account Quality or Business Support Home and click “Request review” next to the asset.
- If asked for a document, send a clear scan of the passport or ID of the person who is the admin. The profile name must match the document.
- In the explanation field be short and specific: who you are, what the business is, a link to the site, and what you removed or fixed. Do not argue or threaten.
- Before sending, delete or pause every ad that could have violated policy. The reviewer will look at the account in its current state.
- Pay any outstanding debt.
After sending, wait. Repeating the request daily does not speed things up and sometimes closes the review automatically.
What not to do
- Do not create a new ad account, Business Manager or page “while they sort it out”.
- Do not buy someone else’s accounts. That is the road to a permanent ban on everything you own.
- Do not change payment details, country or admins during the review.
- Do not delete the Business Manager. A deleted one cannot be restored.
If the appeal is rejected
A rejection can be appealed again if there are new arguments: a fixed website, company documents, domain verification. If your Business Manager has access to support chat, write there and ask for a manual review. Meta does not assign a manager to advertisers with modest spend, so chat is the best channel.
If nothing changes after two rejections, the honest answer is that this account most likely will not come back. Then a new structure has to be built from scratch, with new people, domain and payment details, in a way that Meta does not link it to the old one. That is a separate job and better not done blindly.
How not to end up here again
- A Business Manager with two admins, both with two-factor authentication.
- A verified domain and a payment profile in the company’s name, not a personal card.
- Increase budgets gradually, no more than double at a time.
- No “before and after”, no guaranteed results, no personal attributes in ad copy.
- Check Account Quality once a month: warnings appear there before restrictions do.
